To take root and grow, these projects found a well-organized local ecosystem—a network of stakeholders capable of cooperation. This local organization did not happen by chance; it was built through the efforts of local elected officials and administrators who were convinced of their area's potential. They believed in the region, just as the community placed its trust in them. Gradually, they united key local forces—entrepreneurs, associations, institutions, and citizens—who organized themselves to support project leaders and local initiatives.
